Alessia Abello is a Partner at Posse Herrera Ruiz. Her practice focuses on public and private initiative PPPs and in public procurement.  She also works in mergers and acquisitions and project finance mainly in the infrastructure sector.  She has structured and incorporated private equity funds and has worked on privatizations in the financial and energy sectors.


She led the legal team that structured concessions for construction of Phase II of the Transmilenio System in Bogotá and advised IFC and INCO on the landmark structuring of the Ruta del Sol bidding process.   She was part of the team that structured the standard contract for the fourth generation of infrastructure concessions and has been very active in transportation projects in the city of Bogotá including those concerning congestion charges, the operation of Bogota´s massive transport system, and distance charges, amongst others.  She has advised bidders in several public bidding processes, mainly for road concessions and procurement, and has counseled private and public companies in syndicated loans that involve the state budget and public debt.


Alessia led the legal team that structured the first private venture capital fund in Colombia and has advised several fund managers on the structuring and incorporation of private equity funds.


She has been a professor of several post graduate courses on public procurement and is a frequent speaker at events centered on PPPs.  She was one of the authors of Infrastructure and Law (Infraestructura y Derecho) compiled and edited by Colombia´s Chamber of Infrastructure.  She has an LL.M. from Cornell Law School and a J.D. from Universidad de los Andes. Her native language is Spanish and she is fluent in English and French.


Recent experience

  • Legal advisor to Termotasajero S.A. E.S.P. in connection with the negotiation of an Engineering, Procurement and Construction (EPC) contract the Hyundai Engineering Co., Ltd. and Hyundai Corp. consortium, and HEC Engineering India Private Ltd.
  • Legal advisor in Colombia to Bioenergy Zona Franca S.A.S. in the US$203 million negotiation of the second phase of the EPC contract for the construction of a biofuel plant in the department of Meta.
  • Legal advisor to the International Finance Corporation (advisor to the National Concession Agency - Instituto Nacional de Concesiones INCO) in the structuring of the project "Ruta del Sol", for the bidding process of its three sectors. "Ruta del Sol" is a 1.070 Km toll road the most important in the history of Colombia, and the second largest infrastructure project of Latin-America (after the upgrade of the Panama canal).
  • Legal advisor to Refinería de Cartagena S.A. "Reficar" in the negotiation of Engineering, Procurement and Construction contracts (EPC) and CB&I UK Limited and a Engineering and CB&I Colombiana S.A.
  • Legal advisor to Citivalores S.A. and Citigroup Global Markets Inc. "CGMI" as co-structurers in a securitization program of future budgets provided by the Nation and Bogotá, for the execution of the third phase of Trasmilenio (massive transport system of Bogota), to be placed in international and national markets. The total value of the securitization is of approximately US$890 million.
